As the area of the loop increases, the magnetic flux out of the page increases. According to Lenz's law, the induced current produces a magnetic field to oppose this change. By the right hand rule, the induced current is clockwise. Since the induced emf is in the same direction as the induced current, the emf induced in the rod is directed upward.
