As the loop enters region 2, the magnitude of the magnetic flux (from the magnetic field in region 2) through the loop increases. The induced current produces a magnetic field which opposes this change.
In part (c), we found that the induced current (due to the magnetic field in region 2) moves clockwise. By the right hand rule, this current produces a magnetic field that is into the page.
