If the current in the solenoid is increasing, then the magnetic field directed toward the left will increase. Since the surrounding loop is in the presence of an increasing magnetic field, there will be an induced current in the loop. If the magnetic field directed to the left is increasing, there is more magnetic flux going through the loop. By Lenz's law, a current is induced around the loop which opposes the change in flux. Then, the current must produce a magnetic flux directed to the right. By the right hand rule, this current flows clockwise around the loop.
