Stopping the falling person requires approximately the same impulse no matter what surface s/he lands on. Providing that impulse requires either a large force and a short time interval, or a small force over a long time interval. The more forgiving surfaces lengthen the stopping time, decreasing the average force necessary to stop the falling person.
