In a nutshell, the Division Algorithm states that a polynomial function can be expressed as the sum of the product of two polynomials with a lower order and a remainder polynomial of lower order than the divisor (one of the polynomials making the product). If the remainder is zero, the two polynomials forming the product are factors of the original polynomial.
