Since the magnetic field in the direction out of the page increases, the magnetic flux through the loop in that direction increases. According to Lenz's law, the induced current in the loop produces a magnetic field to oppose this change. Thus the induced current produces a magnetic field that is directed into the page. By the right hand rule, the direction of the induced current is clockwise in the loop. Since the induced emf is in the same direction as the induced current, the induced emf is clockwise.
