The current in the long wire produces a magnetic field around the wire. Since the current is increasing over time, the magnitude of the magnetic field also changes. By the right hand rule, this magnetic field is directed into the page as it goes through the loop. This increasing magnetic field results in an increasing magnetic flux through the loop and this flux is directed into the page. According to Lenz's law, the induced current produces a magnetic field which opposes this change. By the right hand rule, the direction of the induced current is counterclockwise.
