In the absence of air resistance, both balls strike the ground with the same speed. They start and end with the same total energy. Since they end at the same height, and therefore the same PE, the identical balls will strike with the same KE, i.e., the same speed. Note that though both hit the ground with the same speed, the ball thrown upward takes a longer time.
