In Minitab, click Select Data -> Sort
In "Columns to sort by" enter C1 in the cell "1-Column".
Click OK.
Now you will see the same sequence of numbers, but in ascending order.
Now count the number of results that are fewer than 18.
Divide this number by 200.

In my case, 5 results were fewer than 18. So,
$P(fewer~than~18)=\frac{5}{200}=0.025$
