See below:

Work Step by Step

Let every extra fraction of pound be denoted by the variable $x$. The cargo charges $\$5$ flat and charges $\$1.5$ for every additional fraction of a pound; therefore, the total shipping cost in dollars is shown below: $c\left( x \right)=5+1.5x$ Use these steps in order to draw the graph of the function $c\left( x \right)=5+1.5x,$ Step1: The domain of the function is $0\le x\le 5.$ Put the value of $x$ as 0 in the function $c\left( x \right)=5+1.5x$ to get the value of the function as 5. Again, substitute the value of $x$ as 5 in the function $c\left( x \right)=5+1.5x$ to get the value of the function as $12.5$. Step 2: After obtaining the points $\left( 0,5 \right)$ and $\left( 5,12.5 \right),$ use a straight edge to draw a line through the points obtained and use the arrow heads at the right end of the line since the value of the fraction of a pound or the variable $x$ can never be negative.
