Let the smaller unknown whole number be $x$ and let the larger unknown whole number be $x+1$. Since the numbers are consecutive, the larger number is bigger than the smaller number by 1. Since three times the smaller number plus four times the larger number is 137, we obtain: $3x+4(x+1)=137$ $3x+4x+4=137$ $7x+4=137$ $7x=137-4$ $7x=133$ $x=\frac{133}{7}=19$ Therefore, the smaller number is 19 while the larger number is $19+1=20$.
