We first put the two whole numbers into fraction form, giving us the following: $\frac{13}{2} \div \frac{1}{4}$ Because we cannot divide by a fraction, we must multiply the first fraction by the reciprocal of the second fraction. Because the reciprocal of 1/4 is 4/1, we obtain: $\frac{13}{2}\times \frac{4}{1} = \frac{52}{2}=26$.
