The motor blades rotate and push the air backward due to which an equal and opposite force is exerted upon the boat and the boat moves forward. If sails are added behind the fan there will be no unbalanced force as the sail will experience a force in backward direction and the boat in the forward direction. Both the forces will be equal and opposite and hence the boat will not move as there is no external force.
