Carbonate ion has a -2 charge. Hydrogen has a +1 charge. In order to balance two atoms of hydrogen ions are required. The formula will then be $H_{2}CO_{3}$. The -ate in carbonate is changed to -ic and acid is added while naming the compound. Therefore the name will be carbonic acid.
