Iodate ion ($IO_{3}^{-}$) has a -1 charge. Hydrogen ions are needed in order to neutralise the anion charge. Hydrogen ion has a +1 charge ($H^{+}$). Since the charges are balanced, the chemical formula will be $HIO_{3}$. When naming, -ate is changed to ic and acid is added at the end. Thus, the name is iodic acid.
