To read these KWH meters, round down if the arrow is between two numbers. Read each like a clock that rotates either clockwise or counter clockwise. The first meter is clockwise and between a 6 and 7, so it is a 6. The next meter moves the opposite way, so counter clockwise. Its hand falls just after the 2, so the next number is a 2. The third meter goes clockwise again, and is at nearly the 4, but doesn't quite reach it, so it is a 3. The fourth meter goes counter-clockwise and lands between the 6 and 7, so it is a 6. The final meter is at exactly the 5, so it is a 5.
