The set of natural numbers is { 1, 2, 3, 4, 5, ... } . The set of whole numbers is { 0, 1, 2, 3, 4, 5, ... } --- The set of whole numbers contains the set of counting (natural) numbers, and the number zero., { 0, 1, 2, 3, 4, 5, ... } It is not natural to count objects that are not there, which is why 0 is not a natural number, but we do want to express with a number the fact that we have, for example - no money, - no brothers or sisters, - no debts, etc. so the zero is involved in many applications, and this is why a new set is formed from the natural numbers.
