As the box on pg. 158 shows, lines that are slanted downward like $l_{1}$ have a negative slope and lines that are slanted upward like $l_{2}$ have a positive slope. Therefore, upward slanted lines must have a greater slope than downward slanted lines, so we know that $l_{2}$ has a greater slope.
