The speaker is an eight-year-old African American boy who is visiting Baltimore for the first time. He is unaware of the discrimination against him, until he is referred to as a "'Nigger'" by a white boy his same age. He feels anger and is no longer the same naive boy who had a "head filled with glee."
The character described as “a Baltimorean” is eight years old and the same size as the speaker, but he is (presumably) white. He sticks out his tongue at the speaker and calls him the n-word while they are both on some form of public transportation.
