1) The two chorines are drawn attached to Be. There are 3 lone pairs on each chlorine. 2) In the Be-Cl bonds the dipole moment is towards chlorines because chlorine is more electronegative than Be. The lone pairs also contribute towards the molecular dipole moment. The molecular dipole is canceled due to the chlorines on either sides. 3) The compound has a zero dipole moment due to the cancelation of the dipole moment on either side of the Be.
