There are 3 lone pairs on chlorine. 2) In the C-H bonds the dipole moment is towards carbon because carbon is more electronegative than hydrogen and in the C-Cl bond the dipole moment is towards chlorine because chlorine is more electronegative than carbon. The lone pairs contribute towards the molecular dipole moment. Thus, the molecular dipole is towards Chlorine. 3) The compound has a large dipole moment due to the presence of very electronegative chlorine atom.
