Since, the molecule became unstable, it exists as a resonance structure. 2) Without resonance the dipole moment would be towards the partially negative oxygen because it has more lone pairs. With resonance the electrons are delocalized which lowers the dipole moment. 3) The compound has a small dipole moment.
