1) For the lewis structure, the carbon is drawn in the center and Fluorines are drawn around it. 2) The dipole moment in the carbon - flourine bond is towards fluorine because fluorine is more electronegative. Because the dipole moments are equal and opposite to each other, they are canceled. This makes the molecular dipole moment zero. 3) The compound has zero dipole moment.
