In the reference frame that is moving with the truck, the truck is already stationary. No work at all is required to stop it. On the other hand, in the highway reference frame where the truck has a great deal of kinetic energy, a lot of negative work is required to stop the truck. An object may have different amounts of kinetic energy depending on who is doing the measuring.
