Call the flux positive when magnetic field is pointing from left to right. As the solenoid is pulled away from the loop, the magnetic flux decreases. To oppose this change, the flux produced by the induced current must also be positive, i.e., the induced field points to the right. By the right hand rule, induced current circles counterclockwise in the loop as seen from the right side of the diagram.
