When you are accelerating upward, the normal/support force from the floor is greater than your normal weight. The scale reads the normal force, and so the springs inside will be more compressed than usual. When accelerating downward, the normal/support force from the floor is less than your normal weight. The scale reads the normal force, and so the springs inside will be less compressed than usual. This is discussed on page 166.
