The stars are incandescent sources. As discussed on pages 567-568, this is a form of thermal radiation. Both the apparent color and the peak radiation frequency depend on the star's temperature.
The light emitted from a gas discharge tube does not depend on the gas's temperature, but on the energy states in the gas. This is discussed on page 569.
