Light from the flash spreads out, becoming less bright by the inverse-square law. The flash will not illuminate the city. In fact, the reflected glare from the window arguably makes the picture far worse when the flash is turned on. When you take pictures of faraway objects, whether from an airplane or from the stands at a sporting event, turning on the camera flash is useless.
