This occurs in order to keep the angular momentum conserved. When the angular momentum of the wheel is in upward direction, she rotates such that her angular momentum is i downward direction. Similarly, when the angular momentum of the wheel is in downward direction, she rotates such that her angular momentum is in upward direction.In both cases, the angular speeds are such so that the angular momentum is same. This happens due to conservation of angular momentum.
