Raw egg contains liquid inside. So when we spin it, the liquid inside also spins. But when we stop, the egg stops spinning but the liquid inside keeps on spinning. Hence when released because of the angular momentum of the egg, the liquid of the egg starts spinning again. This is not the case with boiled egg, because it is a rigid object.
