1) The lewis structure is drawn the way the the molecular formula is written. Three hydrogens are attached to the first carbon, one hydrogen is attached to the second carbon and oxygen is double bonded to the second carbon. 2) The dipole moment in the C-H bond is towards carbon and in the C-O bond is towards oxygen. The lone pairs on oxygen also affect the dipole moment of the molecule. The molecular dipole moment is towards Oxygen. 3) It has a large dipole moment.
