1) In the lewis structure, the carbon is drawn in the center. Oxygen is attached to it and hydrogen is attached to the oxygen. 2) Carbon being more electronegative than hydrogen, the dipole moments are towards it. The dipole moment in the carbon- oxygen bond is towards oxygen because it is more electronegative. The lone pairs also affect the dipole moment to a large extent. Thus, overall dipole moment is towards the lone pairs of the oxygen. 3) The compound has a large dipole moment.
