For intermolecular hydrogen bonding to occur, we know that Hydrogen must be bonded to Nitrogen, Oxygen, or Fluorine. It is tempting to see Oxygen and assume hydrogen bonding will occur, but the Oxygen is not bonded in such a way as to allow hydrogen bonding.
