Anemia is defined as a deficiency of either red blood cells or hemoglobin, which are not caused by a low oxygen concentration in the blood. Anemia is usually caused by inadequate erythropoiesis or hemoglobin synthesis, bleeding, or red blood cell destruction. In fact, if there is a low oxygen concentration (such as when a person is at high altitude), the body tends to try and compensate by producing more red blood cells. (pg 683)
