$\frac{(10^{-9})^{-2}}{10^{16}\times10^{-4}}\longrightarrow$ to raise a power to a power multiply the exponents $\frac{10^{18}}{10^{16}\times10^{-4}}\longrightarrow$ to multiply powers of 10, add the exponents $=\frac{10^{18}}{10^{16+(-4)}}$ $=\frac{10^{18}}{10^{12}}\longrightarrow$ to divide powers of 10, subtract the exponents $=10^{18-12}$ $=10^{6}$
