$\frac{(10^{-4})^6}{10^4\times10^{-3}}\longrightarrow$ to raise a power to a power multiply the exponents $\frac{10^{-24}}{10^4\times10^{-3}}\longrightarrow$ to multiply powers of 10, add the exponents $=\frac{10^{-24}}{10^{4+(-3)}}$ $=\frac{10^{-24}}{10^1}\longrightarrow$ to divide powers of 10, subtract the exponents $=10^{-24-1}$ $=10^{-25}$ $=\frac{1}{10^{25}}$
