Not every line has two intercepts because a horizontal line does not intersect the x-axis (unless it is $y=0$) and a vertical line does not intersect the y-axis (unless it is $x=0$). But because a vertical line always intersects the x-axis, a horizontal line always intersects the y-axis and a line that is non-vertical, non-horizontal intersects both axes, a line must have at least one intercept.
