Magnitude of $\overrightarrow{u}$: $\sqrt {(4-0)^{2} + (7-2)^{2}} = 6.40$ Magnitude of $\overrightarrow{v}$: $\sqrt {(9-1)^{2} + (2 - (-8))^{2}} = 12.81$ Since the vectors do not have the same magnitude, they are not equivalent.
