First we find $D, D_x $ and $ D_y$ Using Cramer's rule: $$ D=\begin{bmatrix} 1&-1\\ 2 & 3 \end{bmatrix}=1( 3)-(-1)(2)=3+2=5$$ $$ D_x=\begin{bmatrix} -4&-1\\ 2 & 3 \end{bmatrix}=(-4)(3)-(-1)(2)=-12+2=-10$$ $$ D_y=\begin{bmatrix} 1&-4\\ 2 & 2 \end{bmatrix}=1(2)-(-4)(2)=2+8=10$$ Then, $$x=\frac{D_x}{D}=\frac{-10}{5}=-2$$ $$y=\frac{D_y}{D}=\frac{10}{5}=2$$ The ordered pair solution is $(-2,2)$.
