Maya
Maya is the main protagonist of the movie. She lives in a secluded area with her father, who is a caretaker of the land. She dreams of a better life, of how it would be to live in Manila. Major conflict of the movie is her shooting an endangered eagle in a restricted part of the land.
Diego
Diego is Maya's father and caretaker of the land. He wants his daughter to learn to shoot and be able to protect herself when he's not around. He is a generally good person who becomes the punching bag for the frustrated police officers.
Domingo
Domingo just got his position as a police officer. He is young and naive at first to the reality of the job and of the people he works with. His naive persona slowly deteriorates as he becomes frustrated with the system and inability to discover what happened to the bus full of people which disappeared in the middle of the night.
Mendoza
Mendoza is a senior officer with whom Domingo gets partnered up. He is a morally gray character who knows that the brutality and the unfairness of the job he has to do is wrong, but he does it nevertheless because he also knows that he can't fight the system.
