The tribal leaders are the community elders in South Dakota who are looking for solutions to the criminal menace that creates havoc in society. The tribal leaders turn to Virgil to request help because he knows how to deal with criminals selling heroin.
Unlikely Partner
The unlikely partner is the person who teams up with Virgil and hunts down the criminals creating menace in society.
