Here, Rothstein is exposing the Supreme Court justices for their complete lack of aid in the discrimination and racism endured by black people in the US. He is highlighting the idea that racism is a way of life and would require too much effort to “reverse” it and therefore the best thing to do is nothing.
Segregation
“If government had declined to build racially separate public housing in cities where segregation hadn’t previously taken root, and instead had scattered integrated developments throughout the community, those cities might have developed in a less racially toxic fashion, with fewer desperate ghettos and more diverse suburbs.”
Rothstein is exploring the consequences of the actions made by the government. He fuels the idea that the reason why we live in a racially intolerant society is because there is clear segregation between groups of people from the outset. By making a clear distinction between black Americans and white Americans, there was never going to be a happy outcome.
