The balls start with the same energy: the same initial KE and the same initial gravitational potential energy. If we ignore air resistance, they end with the same total energy. Since they are at the same height and have the same final potential energy, their final kinetic energies will be the same, and so will their speeds. (Note that the ball thrown upward will take longer to hit the ground.)
