Power is the amount of work done per unit time. It is the average rate at which work is done, not the amount of work done. Saying one engine generating twice the power as the other only means that it is doing an amount of work in half the time the other engine does the same amount of work. Therefore, it does not mean that engine is doing, or can do, twice the work another engine is doing. So the statement is incorrect.
