Swimmer A has just one component of velocity in the direction perpendicular to the flow with respect to the water. So, the whole of his velocity goes into crossing the river and nowhere else. But the other swimmer does not have the whole component into crossing the river but also a component in other directions. So, their speed to cross the river is less than the speed of Swimmer A to do that.
