We know that the density of water in the ocean is higher than fresh water due to the presence of salt in it. The buoyancy force is given by $\rho gV$ where $\rho$ is the density of water and $V$ is the volume of water displaced by the body. As $\rho$ in the ocean is greater than that of the fresh water, the buoyant force is higher and hence it is easier to float in the ocean.
