The Ferris wheel, assuming it is driven by a motor, maintains the same revolutions per minute, so Sam’s rotational speed stays the same. His tangential speed is his radial distance multiplied by rotational speed (page 134), so it is halved since he is half the distance to the axis. Answers are different because only tangential speed depends on distance from the rotational axis (page 134).
