This is discussed on pages 65-66. The parachutist is in dynamic equilibrium, so the net force on her is zero. The two forces are equal and opposite. Note: If one is really being picky, gravity is slightly stronger than the harness force because there is a third force, air resistance acting directly on the parachutist which points upward. The upward harness force and the upward fluid friction force add up to cancel the downward gravitational force (weight).
