Use the relationship between work and energy, $Fd = \delta KE$. For a constant thrust F of fixed duration, the maximum work done occurs when d is maximum. This will give the largest change in KE.
For the time interval during which the rocket fires, the rocket will travel the farthest when it is moving fastest, which occurs at the perigee.
