a). While I am sitting in a parked bus, when I see another moving bus, it seems that I am moving. This is because of the relative velocity. My brain thinks that the other bus is at rest, and my bus is moving. b). If both buses are moving in opposite direction, the relative velocity is much higher, in-fact the relative velocity is the addition of both the buses' velocities. So, if one bus is at rest, I can see the other bus move really fast.
